A basic salt is formed in the reaction of neutralization between a weak acid and a strong base. For example, C6H5COOLi is a product of neutralization reaction between C6H5COOH and LiOH. C6H5COOH is a weak acid and LiOH is a strong base. Hence, C6H5COOLi is a basic salt.

Another way to look at this: a basic salt is made of a cation, which is a Bronstead-Lowry acid of negligible strength (not an acid), and an anion, which is a weak Bronstead-Lowry base. For example, C6H5COO- is a weak base. Li+ has negligible strength as an acid (not an acid). Hence, C6H5COOLi is a basic salt.
